Historical Overview

The Ministry of Interior was established in 1943 in the first government formed after independence, and since then, 66 ministers have held the position to date. Several amendments have been made to the structure of this ministry, the first of which was on September 8, 1961, and the most recent on October 14, 2000, under Decree No. 4082 based on Law No. 247 dated August 7, 2000. It is now officially named: "The Ministry of Interior and Municipalities." The Ministry of Interior and Municipalities is responsible for Lebanon's internal policy, including its preparation, coordination, and implementation. It ensures the maintenance of order and security and oversees the affairs of governorates, districts, municipalities, federations of municipalities, the Independent Municipal Fund, mukhtars (local chiefs), elective and appointed local councils, villages, populated areas, political parties, and associations. It also manages civil status matters, refugee affairs, civil defense, vehicles, and traffic. Additionally, it carries out all tasks assigned to it by laws and regulations.

Our Mission and Role in National Governance

The Ministry of Interior and Municipalities (MOIM) plays a central role in shaping and implementing Lebanon's internal policies. Entrusted with maintaining public order and internal security, the Ministry supervises the nation's governorates, districts, municipalities, and local councils—whether elected or appointed. It also manages civil status records, refugee affairs, political parties, associations, civil defense, and traffic regulations. Through its comprehensive responsibilities, MOIM ensures the smooth functioning of Lebanon’s administrative and civic life.

A Legacy of Public Service Since 1943

Established in the wake of Lebanon’s independence in 1943, the Ministry of Interior has evolved significantly, culminating in its current structure as the Ministry of Interior and Municipalities. Over the decades, it has become a cornerstone of national governance and local development. With 66 ministers having served to date, MOIM continues to uphold its commitment to public service, security, and administrative modernization—working tirelessly to support municipalities, empower local governance, and foster civic engagement across the country.

Strengthening Local Governance and Community Development

The Ministry of Interior and Municipalities is dedicated to enhancing the effectiveness of local governance across Lebanon. By overseeing municipalities, municipal unions, and village councils, the Ministry supports decentralized decision-making and promotes sustainable development at the grassroots level. Through its stewardship of the Independent Municipal Fund and supervision of local elections and administrative affairs, MOIM empowers communities to take an active role in shaping their futures—ensuring transparency, accountability, and resilience in public administration.
